Software that collects, stores, and enforces users' consent choices, typically the cookie banner and the system behind it that controls which tags fire.
Why it matters
A CMP is how you operationalize cookie and tracking consent at scale: presenting the choice, recording it, and actually preventing non-consented tags from loading. Without one, consent is usually theatre rather than enforced.
What good looks like
A working CMP blocks non-essential tags until consent is given, records consent with a timestamp, offers a genuine reject option, and lets users change their choice later.
In the European market
For German and wider EU compliance, the CMP must enforce a real reject-as-easy-as-accept choice and block tags until consent, not merely display a banner.
